Two Shots / All or Nothing (TWO SHOTS / のるか そるか) is a 2-part OVA bundled with the Yu Yu Hakusho 25th Anniversary Blu-ray box set which was released on October 26, 2018. Two Shots adapts the extra chapter of the same name, while All or Nothing adapts Chapter 174 of the same name and a scene of the final chapter of the manga, which also matches with the conclusion of the final episode of the anime series. Funimation announced they will release Two Shot & All or Nothing with English subtitles and a dub at Comic-Con 2019, but did not confirm a release date.
Two Shots tells the story of how Kurama and Hiei met, while All or Nothing covers a story of the main characters coming back together to solve a hostage crisis in the spirit world.

Three students were exploring an abandoned mannequins factory rumored to have ghosts, but to their surprise they ended up being eaten by a demon. Later on, other students from Kurama's class were discussing on going there and had heard about the disappearance of the previous people. Maya Kitajima asked Kurama if he believed the rumors and that it may be an alien abduction, but Kurama was skeptical. Later that evening, while walking in school, Kurama was approached by a demon he defeated before, who told him he now had a powerful ally. Kurama chased him away, but Kitajima was following him and ended up seeing it. She saw him talking with the demon. Because of this, she thought he was a Psychic, and was glad to know this, since she too had some spiritual sensitivity (it is implied this was due to Kitajima's recent approach to Kurama).
As both Kitajima and Kurama walked home, she confessed her feelings for him, but being a demon himself and not wanting to risk his classmate's life, Kurama had to decline. Kitajiima decided to leave, but Kurama felt demon presence and stopped her. They were then attacked by the demon bandit Hiei and Kurama summoned a leaf blade to protect his classmate. Consequently, they took the fight elsewhere, telling Kitajima to run, but before she was able to, she was abducted by a demon.
Kurama and Hiei continued fighting, but when Hiei learned Kurama wasn't an ally of Yatsude, he stopped fighting. As he got an injury from their fight, Hiei collapsed and Kurama carried him back to his home where he took care of his wounds. When Hiei woke up, Kurama asked him about Yukina, the name he called in his dreams. However, Hiei refused to answer and he stood up and continued to look for Yatsude. Hiei warned Kurama not to be so naïve (as thanks) and he left. A moment later, Kurama received a phone call from Tasaka (a schoolmate), who told him that Kitajima hasn't returned home. So Kurama changed his mind and went on to catch up with Hiei.
Kurama then decided to join Hiei and both went to look for Yatsude's whereabouts. As they went into the mannequins factory, Yatsude showed himself. Hiei wanted to know if he ate an ice maiden named Yukina, but Yatsude didn't remember the name of the girl. Kurama then asked about the schoolgirl he abducted a few hours ago and Yatsude showed a human leg. An enraged Kurama started attacking with the leaf blade and Hiei took out his sword to attack, but they were no match for him. They realized they didn't stand a chance, unless they combined their forces and fight together against the monster. Then, Hiei and Kurama executed a teamplay attack tricking Yatsude and managing to kill him. As he was dying, he decided to reward them with information and that he never ate an ice maiden at all and that the girl Kurama asked for was alive.
Kurama found Kitajima and carried her home. As they walked, she woke up wondering if it was all was a dream and Kurama affirmed this. Hiei then realized he was going to erase the girl's memories and even her feelings for Kurama with the pollen of the Flower of Forgetfulness. This was true indeed, since Kurama found it would be for the best. The scene ended where Hiei asked for Kurama's name and the narrator concludes that Hiei continued his search for Yukina and that one year later, both Kurama and Hiei joined forces with Gouki, and the three of them would fight the Spirit Detective Yusuke Urameshi.
All or Nothing[]
This part of the OVA follows the exact events from the epilogue of the manga. Here, Shunjun appeared before Yusuke. He told the news to the young Spirit Detective that the Gate of Judgement had been seized and both Koenma and Botan have been held hostages with the terrorist called Sei-Sei Shinto (The Divine Right in English dub) demanding the removal of demons from the Human World and restoring the Barrier. After Shunjun explained to him the situation, Yusuke called Demon World ruler Enki and asked him to gather his old friends. As Team Urameshi gathered, they left their bodies and went into the Spirit World.
At the gates, Hiei used his Jagan eye to gather information about the number of the enemies, Team Urameshi themselves and the hostages locations. With the help of Kurama, they devised a plan and needed Kuwabara's help to enter, but as he wasn't sure he would be able to create a dimensional portal, Hiei lied about how the enemy is preparing to attack Yusuke's home city and he worried about Yukina which got Kuwabara got hyped up. Immediately after, Kuwabara used his Dimension Sword and they were able to enter the place.
As the infiltration was successful, they took out the guards one by one. After that, they made their way to the hostage room and launched a surprise attack, taking out all of the terrorists. Yusuke wanted to know how they could stop the cannon that was aimed at the Human World, but the terrorist leader just said there were three colored buttons which marked three options - it shoots, the Gate of Judgement gets destroyed or nothing happens - and killed himself afterwards with poison. Yusuke then told everyone to evacuate and Kuwabara, Hiei and Kurama to go to the Human World and tell everyone they know to evacuate as well.
A few minutes before the cannon shoots, Pu joined Yusuke. As he wondered what button to push, Genkai took over Pu and told her former student just to trust his instincts and if he messes up, she will be apologizing with him. Fortunately, Yusuke ended up pushing the blue button, which ended up being the correct one. As a result, Yusuke ended up successfully completing the mission and both Spirit World and Human World were safe and sound once more.
Conclusion
The end of the OVA follows the same path as the manga's final chapter. There, Keiko, through Kuwabara, learns that Yusuke made a confession. The Spirit Detective chose the blue button because it was Keiko's favorite color. With this in mind, he admitted that she (Keiko) is his "goddess" (the term used by Yusuke himself). Because of this, Keiko confirms once and for all that Yusuke really loves her very much. Short clips appear of Keiko chasing Yusuke far out in the beach and happily playing with him in the ocean waves.
